من طرف "Wikileaks": Israeli customs officials demanded bribes from American companies for the delivery of products into Gaza
"ويكيليكس": موظفو جمارك اسرائيليون طلبوا رشاوى من الشركات الامريكية مقابل ايصال منتجاتها الى غزة
نشر موقع "ويكيليكس" رسالة صادرة عن السلك الدبلوماسي الامريكي ورد فيها ان خط سير القوافل الانسانية المتجهة الى قطاع غزة ساد فيه الفساد.
فقد جاء في الرسالة المؤرخة بـ14 يونيو/حزيران عام 2006 والتي نشرتها صحيفة "أفتينبوستن" النرويجية في عددها الصادر يوم 6 يناير/كانون الثاني، ان الشركات الامريكية الكبرى أبلغت دبلوماسيين امريكيين بأنها اضطرت لتقديم رشاوى كبيرة لموظفي الجمارك الاسرائيليين من أجل ايصال منتجاتها الى غزة.
ولم يتضح ما اذا استمرت حتى الآن أعمال الفساد في خط سير القوافل أم لا. ولم تعلق اسرائيل على الامر فورا.
وأوردت الرسالة كلام جورغ هارتمان المدير التسويقي لشركة "Coca-Cola" في الضفة الغربية الذي قال ان موظفا في جمارك الحدود طالبه بدفع ما يربو على 3,000 دولار لتدخل شحنته معبر كارني. وأضاف هارتمان ان "مسؤولا اسرائيليا رفيع المستوى" لم يذكر اسمه يترأس حلقة الفساد في المعبر. كما ورد في الوثيقة المنشورة ان "حلقة الفساد تشمل ادارة المعبر والشركات اللوجستية التي تقوم بوساطة وتتعامل مع مسؤولين اسرائيليين عسكريين ومدنيين في المعبر".
هذا وورد في الرسالة أيضا ان الشركات الأخرى التي تضم قائمتها كلا من "Proctor&Gamble" و "Caterpillar" و"Philip Morris" و"Westinghouse" و"Hewlett-Packard" و"Motorola" و"Aramex" و"Dell"، كانت قد رفعت الشكاوى من استشراء الفساد في معبر كارني. ولم يكن من الواضح مَنْ من هذه الشركات قدمت الرشاوى فعلا، الا انه جاء في الوثيقة أن موظفي شركة "Caterpillar" رفضوا تقديم الرشوة.
وكانت حالات الفساد، كما أُشيع، قد حدثت قبل عام من سيطرة حماس على قطاع غزة وفرض اسرائيل حصارا اقتصاديا على القطاع. الا ان المواجهات العنيفة التي وقعت بين الاسرائيليين والفلسطينيين بعد ذلك أدت الى اغلاق المعابر الحدودية.
ويشار الى ان هذه الوثيقة هي "رسالة مشتركة" لكل من السفير الامريكي لدى تل أبيب والقنصل العام الامريكي في القدس الذي يتعامل مع الفلسطينيين بنشاط. بدورها لم تعلق السفارة الامريكية في تل أبيب على هذا الأمر.

that the itinerary of humanitarian convoys destined for the Gaza Strip,
there was a prevalent corruption.
It
says in the letter, dated June 14, 2006 and published by the newspaper
"Oftinbustn" Norwegian in its issue on January 6, the major U.S.
companies told U.S. diplomats that it was forced to offer substantial
bribes to customs officials the Israelis in order to deliver their
products into Gaza.
It was not clear whether the continued acts of corruption so far in the line of caravans or not. Israel did not comment on the matter immediately.
The
letter made the words of Georg Hartmann, marketing manager for the
company "Coca-Cola" in the West Bank who said that the staff in the
Customs border asked him to pay more than $ 3,000 to enter the cargo
crossing, Karni. Hartmann added that "the Israeli official high-level" did not mention his name heads the cycle of corruption in the crossing. As
stated in the published document that "the cycle of corruption include
the management of terminal and logistics companies that brokered deals
with Israeli officials, military personnel and civilians at the
crossing."
This
is stated in the letter also said that other companies, which includes

a document that the staff in the company "Caterpillar" refused to
bribe.
The
cases of corruption, as rumored, had occurred a year before the Hamas
takeover of the Gaza Strip and Israel imposed an economic blockade on
the Gaza Strip. But
the violent confrontations that occurred between the Israelis and the
Palestinians, then led to the closure of border crossings.
It
should be noted that this document is a "common message" for each of
the U.S. ambassador in Tel Aviv and the U.S. consul-general in
Jerusalem, which deals with the Palestinians actively. In turn, does not suspend the U.S. embassy in Tel Aviv on this matter.
